A resort can include renewable
energy, landscaped open space, timber buildings, water-saving fixtures, and
sustainability language while still facing fundamental questions about land,
ecosystems, infrastructure, and community impact. Individual green features do
not automatically prove that the complete development is environmentally
responsible.
A current debate in Puerto Rico
illustrates why these questions must be addressed early. On 31 July 2026, the
Associated Press reported that the Puerto Rican government had authorised the
Esencia development in Cabo Rojo. The proposed project covers approximately
2,000 acres and includes hotels, private residences, golf courses, an
equestrian centre, a school, and medical facilities.
The developers say that more than
75 percent of the property will be dedicated to conservation and green space,
including wetland restoration and rehabilitation of dunes and mangroves. They
also say the project will use renewable energy and its own water and energy
infrastructure. Environmental groups and local opponents have raised concerns
about wildlife, water, public participation, and pressure on the region’s
resources.

claims and expectations around large-scale island development. It shows why
responsible island resort planning cannot begin after the master plan, room
count, amenities, and marketing promise have already been fixed.
Why the Esencia Debate Matters Beyond Puerto Rico

legal, ecological, cultural, and infrastructure context. The details of Esencia
should not be copied directly to another destination, and public reporting

Environmental Planning Should Precede the Final Master Plan
A common mistake is to complete
the desired development programme first and study impacts second. That sequence
makes environmental assessment feel like a test of whether a fixed plan can be
permitted rather than a source of information that shapes the plan.
Early baseline studies can
identify wetlands, drainage paths, coastal dynamics, erosion, vegetation,
wildlife habitat, cultural resources, groundwater conditions, public access,
existing settlements, and infrastructure capacity. The findings may affect the
location, density, footprint, height, road network, utilities, construction
method, and even the feasibility of the project.
Avoidance is generally more
reliable than attempting to recreate a damaged ecological function elsewhere.
Where impacts cannot be avoided, the team should document how they will be
minimised, monitored, mitigated, and managed under the applicable approval
process.
“Open Space” and “Conservation” Need Clear Definitions
A large percentage of open land
can sound persuasive, but percentages alone do not explain ecological value. A
golf course, landscaped buffer, inaccessible steep land, restored wetland,
protected habitat, and public park may all be counted differently depending on
the project’s definitions.
Developers and reviewers should
ask where the conserved areas are, whether they remain connected, which
habitats they protect, how edges and roads affect them, who will manage them,
what legal protections apply, and how success will be measured.
The quality and location of
protected land can matter as much as the total area. Habitat fragmented by
roads, lighting, fences, noise, pets, or human activity may not function like
an undisturbed area of the same size.
Water Capacity Can Determine the Real Scale of Development
Island and coastal projects should
establish a credible water balance before finalising room counts, residences,
pools, landscaping, golf, kitchens, laundries, and staff facilities. Average
annual rainfall is not enough. Supply and demand may vary sharply by season,
and drought can coincide with peak visitor demand.
A project that proposes
independent infrastructure should explain its sources, treatment, storage,
energy demand, drought performance, maintenance, monitoring, discharge, and
relationship with surrounding users. Rainwater, groundwater, desalination,
municipal connections, and recycled water each have different environmental and
operational consequences.
Wastewater is part of the same
cycle. Treatment performance, nutrient discharge, coastal water quality, sludge
management, operator training, spare parts, and backup power need long-term
plans rather than opening-day specifications.
Renewable Energy Does Not Remove Every Environmental Impact
Renewable power can reduce
operational dependence on fossil fuels, but an energy claim should describe
what is included. The project still needs to consider demand, storage, backup,
equipment replacement, land use, embodied impacts, grid interaction, and
resilience during prolonged disruption.
Architecture can help reduce
demand through orientation, shade, ventilation, efficient envelopes,
appropriate glazing, and the separation of conditioned and naturally ventilated
spaces. Operational controls and maintenance are equally important. A poorly
operated low-energy design may perform differently from its model.
Coastal Systems Extend Beyond the Property Boundary
Coastal development can affect
drainage, sediment movement, dunes, mangroves, beaches, wetlands, reefs, water
quality, and public access. These systems do not stop at a cadastral line.
Site planning should consider
setbacks, erosion, storm surge, sea-level trends, flood paths, lighting, noise,
construction runoff, vegetation removal, and the cumulative effect of nearby
developments. Engineering protection in one location can sometimes shift
erosion or water behaviour elsewhere, so coastal interventions require
specialist assessment.
Community Consultation Must Be Capable of Changing the Project
Environmental debate often reveals
a deeper question about who has influence over land-use decisions. Resort
development can create jobs, contracts, training, taxes, and infrastructure,
but it can also change access, housing costs, water demand, traffic,
livelihoods, and the character of a place.
Meaningful consultation begins
early, uses accessible information, records concerns, explains how decisions
were reached, and shows where community input changed the proposal. It should
include groups that may not have the same time, technical resources, or
institutional access as the developer.
Agreement will not always be
possible. A transparent process does not guarantee support, but it can improve
the evidence used for decisions and reduce the risk of treating local concern
as a public-relations problem.
Construction Impacts Need Their Own Plan
A resort’s environmental footprint
begins before the first guest arrives. Site clearing, earthworks, roads, worker
accommodation, concrete, timber, fuel, water, dust, noise, waste, lighting,
marine transport, and material storage can all create impacts.

protection measures before mobilisation.

Plan erosion,
sediment, drainage, spill, dust, noise, and waste controls.

Schedule sensitive
work around weather, wildlife, tourism, and community activities where required.

Set rules for
contractor access, worker facilities, traffic, and public safety.

Track materials,
packaging, offcuts, hazardous substances, and disposal routes.

Assign inspection,

Can Prefabrication Reduce Island Construction Impacts?
Prefabrication may reduce some
cutting, fabrication, labour demand, and rework at a constrained site by
preparing components in a controlled facility. It can also support accurate
quantity planning and organised installation.
Its total impact still requires
evaluation. Factory energy and waste, timber sourcing, protective packaging,
international freight, port handling, local transport, cranes, storage, damage,
and site assembly remain part of the project. Prefabrication should be selected
because the complete delivery method fits the project—not because the word
“prefab” is automatically sustainable.
For remote resorts, the method can
be particularly valuable when detailed joinery or repeated building components
would otherwise be difficult to produce consistently at the destination. The
benefits depend on early drawings, stable decisions, shipping coordination, and
a capable local team.
Timber Buildings and Responsible Resort Development
Timber can create a strong
relationship between tropical architecture and the surrounding landscape. It
can be used for shaded pavilions, villas, restaurants, wellness spaces,
terraces, and other guest facilities. When components are prefabricated,
structural and architectural details can be coordinated before delivery.
Yet timber is not evidence that a
resort is environmentally responsible. Buyers should examine legality and
traceability, species and durability, engineering, coatings, maintenance, fire
safety, termites, moisture, metal corrosion, transport, repairability, and
end-of-life options.
A timber building cannot
compensate for an unsuitable master plan, excessive water demand, habitat loss,
or inadequate consultation. Building material and land-use planning must be evaluated
together without allowing one positive feature to conceal a larger impact.

When these questions are delayed,
